CDFU Buoy Fund - Invitation for Bids

CDFU raises funds annually which are used to provide a navigational service to members of the commercial fishing fleet. Stakes are placed to mark the channel between Point Whitshed and Egg Island. Buoys are also placed through Racetrack to aid in the safe passageway of vessels through these waters.

Navigational markers are put in place prior to the first commercial fishing period of the Copper River drift gillnet fishing season, and remain in place for the duration of the commercial fishing season, from approximately May 15 to September 30.

To submit a bid for the 2009-2011 cycle, download, complete and return a bid packet then return your completed information to CDFU by March 30, 2009.

Bid Specifications (also detailed in bid packet)

Contractor will place stakes to mark the channel between Point Whitshed and Egg Island, and will place buoys between
the Steamboat and Pete Dahl channel (Racetrack) prior to the first commercial fishing periods of the 2009, 2010 and 2011
Copper River drift gillnet fishing seasons.

Stakes and buoys must remain in place for the duration of the commercial fishing season (approximately May 15 to September 30).

Contractor will use approximately 35 trees, six to seven inches in diameter and 25 to 30 feet in length. The trees will be inserted into
the sand in a way that will guarantee the marker maintains a visible and upright position throughout the season. Each tree will have
highly visible and high radar reflection markers of at least two feet by two feet in dimension.

Each marker will be color coded as follows: Green and square shaped for the south side of the channel; Red and diamond shaped
for the north side of the channel.

Contractors will remove all marker poles left over from the previous season or recycle them if their condition warrants reuse.

Prior to the beginning of the silver season (August 15), contractor will inspect and if necessary, restore any fallen, damaged or
missing channel markers and buoys to assure their capacity to last to the end of the season.

Latitude and longitude of each individual marker pole will be provided by the contractor to CDFU no later than May 10 of each year.
Additionally, the contractor must provide a map of the area with markers plotted for visual reference. 

Each year’s renewal of this three year contract, commencing April 1, 2009 will be subject to an evaluation of the previous years’
performance by the CDFU Executive Director.

If your bid is successful, the contractor will be paid a flat rate per year at the amount specified in the selected bid, plus 6% sales tax.

In 2010 and 2011, the selected contractor will be given the opportunity to renegotiate the flat rate payable with the CDFU Executive
Director, by March 31 of each year.

CDFU reserves the right to terminate the selected contract by way of two weeks written notice for failure to perform the terms of the
contract, poor performance, or if CDFU should no longer administer the staking contract.

CDFU shall not be held responsible for any injury or death resulting from the performance of this contract, and expects contractors
to practice the highest levels of safety at all times.
